Technological optimum of the regional innovation trend

The purpose of the study. Study of ongoing innovative processes in regional development, determination of the features of the formation of the theoretical and methodological apparatus of a new phenomenon - the achievement of a technological optimum, taking into account the existing resource base and the development potential of the territory.

The research methodology is based on the existing toolkit for assessing trends in the transformation of the innovation climate, the study of which allowed us to derive a new methodological toolkit for assessing the optimum using the statistical base of indicators of the region's innovation activities. The work uses methods of systematization, generalization, classification and logical analysis. To process dynamic indicators, methods of graphical, statistical, and indicator analysis were used. The presented author's methodology for determining the technological optimum makes it possible to calculate the trend of modernization and optimization of the region's production base.

Research results. A review of quantum achievements over the past 10 years has been conducted, in which the following main trends can be traced: quantum computing, quantum communications and networks, quantum sensors and metrology. An assessment of the results obtained in the development of quanta has proven that the world has approached the quantum transition and it is necessary to keep up with future changes. The point successes of individual countries and companies in quantum topics are accumulating and will be transformed into widespread use. Russia is participating in quantum international competition and is striving to build quantum-resistant communication networks.

Conclusions. This study is devoted to the issue of determining the technological optimum in building an innovative development trend in the region using the Vladimir region as an example. The article examines the theoretical and conceptual apparatus, assesses the existing tools for determining the technological optimum and its impact on the innovative development path of the region. A proprietary tool for assessing the technological optimum has been formed, allowing us to focus on the innovative development path of the regional economic system in the context of instability and external challenges.
