Actual problems of public-private partnership

The article studies actual problems of public-private partnership as a factor in the development of the social sphere and, in particular, the education system in the Russian Federation. The authors assess social, economic and legal aspects of the formation of PPP-friendly environment and submit a PPP classification, based on law and practice. Analyzed are essential conditions, necessary for efficient implementation of PPP projects in preschool education, the current situation and development prospects in this area, motivation of PPP potential participants, as well as a need to introduce into domestic practice such a PPP model as “Operation & Maintenance” in order to increase the quantity and quality of associated projects.
