«Green» economy in the context of economic security: the necessity of formation, institutionization and implementation tools

The presented work highlights issues related to the need to form a green economy as a means of ensuring sustainable economic growth and civilizational development over long time intervals. Responsible (green) financing and the use of industrial policy instruments are positioned as a means of developing a green economy. The author reviewed the necessary changes that should be made in the implementation of the green economy concept “from above”, and also developed algorithms for applying the above tools in implementing green projects, as well as the development and subsequent economic introduction of eco-technologies.
