Economic and legal problems in the development of intermunicipal cooperation

Objective. An analytical understanding of the dynamics of the state reform of the institution of inter-municipal cooperation in terms of provisions contributing to its development through the consolidation of various models of inter-municipal interaction based on the effective use of agglomeration effects and the creation of a unified system of anchor settlements. Methodology. The article analyzes some of the results of the inter-municipal transformations initiated by the legislator in the period from 2019 to 2025 in a number of Federal laws, by-laws, the Spatial Development Strategy of the Russian Federation for the period up to 2025 and its updated version for the period up to 2030 with a forecast up to 2036. Studies of inter-municipal cooperation and the possibilities for its further improvement were based on the methods of documentary, comparative analysis, periodization and generalization. The results of the study are of particular importance for regional executive authorities in the light of the ways proposed by the legislator and critically analyzed in the work to modernize the mechanism of socio-economic development of regions by predicting the dynamics and structure of the potential of inter-municipal cooperation of the territory, identifying promising areas of its application. The conclusions obtained as a result of systematization and critical assessment of regulatory innovations can be used in choosing effective tools for implementing spatial initiatives at the inter-municipal level, taking into account the geostrategic features and interests of key stakeholders of the territory.
