Classification of threats and risks to regional economic security based on the system of healthcare sector indicators

Annotation

The purpose of the study is to provide a scientific rationale and to develop a model for identifying institutional contradictions between the strategic goals of state policy in the field of health care and the mechanisms for their implementation through the system of compulsory health insurance (CHI), as well as to assess their impact on the economic security of regions.

Methods

The methodological framework is based on systems and institutional approaches; methods of analysis and synthesis, regulatory and legal analysis, comparative-structural analysis, classification methods, as well as an expert-analytical approach are used.

Results

On the basis of a comprehensive study, a classification of threats and risks to the economic security of a region has been developed, grouped according to socio-demographic, financial and economic, institutional and legal, infrastructural and personnel, and managerial and organizational characteristics. For each group, key indicators of the functioning of the health care sector are identified, allowing the detection of critical conditions affecting the labour potential, budgetary sustainability and social stability of regions. It is shown that regulatory and economic misalignment in the CHI system, shortages of human and infrastructural resources, and the insufficient embedding of CHI into the framework of strategic and budget planning intensify the risks of loss of economic stability in the constituent entities of the Russian Federation.

Main conclusions

The main conclusion is the need for institutional integration of the CHI system into strategic governance mechanisms and, on this basis, the formation of tools for managing risks to the economic security of the region, which creates a methodological basis for improving the allocation of subsidies, developing regional health programmes, and adjusting strategic socio-economic development documents. The practical significance of the results lies in the possibility of using the proposed classification of threats and risks in monitoring the state of health care and substantiating managerial decisions at the regional level.
