Financial security, financial sustainability, financial stability of socio-economic systems at the meso-level: general and specific

This paper examines the financial subsystem of socio-economic systems at the meso-level and analyzes the content of the concepts «financial security», «financial sustainability», «financial stability». The absence of fundamental differences in the content of the concepts of «financial security» and «financial stability» at the meso-level is proved. The most important component of financial security - the budgetary one - is highlighted, the conditions for the balance of the budgetary system are formulated, and the threats of disruptions in the connectivity of the regional socio-economic system, which give rise to imbalances and threats to economic security at the meso-level, are highlighted. An increase in the share of interbudgetary transfers from the federal budget in the revenues of the consolidated budgets of the constituent entities of the Russian Federation is established and the conclusion is substantiated that financial stability achieved through interbudgetary transfers does not fully contribute to ensuring economic security at the meso-level.
