SCENARIOS FOR THE DEVELOPMENT OF INTERACTION BETWEEN INNOVATIVE BUSINESS ENTITIES AND PUBLIC AUTHORITIES OF THE VOLGOGRAD REGION AFTER OVERCOMING THE CRISIS CAUSED BY THE PANDEMIC

Within the framework of the modern socio-economic factor field of a separate region, the problem of further prospects for public-private partnership is identified, identified with the post-crisis conditions for the further transformation of the regional economic space with overcoming the barriers caused by the COVID-19 pandemic. In this regard, through the methods of analysis and communication, the current specificity of the main directions of designing an effective structure of private business functioning on the territory of the Volgograd region is revealed. This is done in accordance with the specifics of public-state assistance in the manifestation of conditions for the implementation of productive design and production initiatives that, when combined with state-management design, can identify the best options for further constructive transformation of the regional economy. Thus, the purpose of the study is to establish the most likely scenarios for further improvement of constructive partnerships between representatives of the innovative business community and regional government structures through the implementation of a regional strategy of socio-economic development. In this regard, optimal options for a further roadmap for modernizing public-private partnerships in the format of a regional electronic-digital space and strengthening information and communication coordination of the functioning of public administration structures and subjects of the business community are being formed. From the point of view of the authors, these scenarios are formed on the basis of key areas of socio-economic design, at the level of state-regional regulation of modern socio-economic processes, which receive their specificity through the development and implementation of relevant territorial projects for the development of the private sector in the Volgograd region. These scenarios can also be formulated by analyzing the dynamics of various factors and directions of public-private cooperation over a period of five years, which are seen in the Volgograd region, which is carried out in the general structure of socio-economic changes taking place in the Southern Federal District. The authors come to the conclusion that scenarios for productive partnership between regional elements of public administration and representatives of private business are developed by using the results of regional socio-economic development as part of further designing an effective route for further processes for implementing private business initiatives in promising areas of the region's economic system.
