CLIMATE FINANCING AS A KEY ELEMENT OF THE NEW ECONOMIC MODEL OF NEAR-ABROAD COUNTRIES (ON THE EXAMPLE OF THE KYRGYZ REPUBLIC)

The purpose of the study is to determine the role of climate finance as a process that provides resources for technological transformations, using the example of a separate country. The objective of the study is to form a systemic understanding of the measures and actions planned by a single country - the Kyrgyz Republic - to use the opportunities of climate finance to solve the accumulated development problems within the framework of ongoing economic reforms. Methodology. Consists of the application of methods of general economic analysis, taking into account the specifics of national regulation. National strategic planning documents, legislative and regulatory acts regulating the relevant area of relations were studied. Results. A systematized description of the process of managing the country's transition to a green economy model is presented; the institutional structure, its main elements and priority areas of activity are clarified; information on the main sources of climate finance, as well as areas of financing within the framework of building a green economy and implementing technological transformations is systematized. Conclusions. The obtained results of the study allow us to form an unambiguous conclusion that the system of national priorities of the Kyrgyz Republic is reliance on external financing, soft impact and selective regulation. Much attention is paid to climate finance as a process that provides resources for technological transformation of the country's economy.
