Methodical approaches for forming transportpolicy of the region

It was established that the regional transport system determines the realization possibilities and prospects of its transit potential. Transit is considered as an indicator of the transport system development. It was justified that procuring of regional transit potential effectiveness and the growth of transport services export on the basis of favorable conditions creation for growth in transit prospects and facilitation of transit transportation should be based on the modern approaches to the development of regional transit potential. The formation of regional transit potential includes the structures of regions' interest in a transit sphere, the clearly defined priorities of a region in this sphere, the formulation on this basis of strategic objectives of development of transit potential, as well as the development of plans for specific arrangements. The general algorithm for the formation of the regional transit policy development was proposed. It includes certain stages and acquires singularity in each subject that carriers out this direction of activity. Regulatory, financial-economic, institutional, program-oriented, administrative and organizational-regulatory mechanisms are defined as mechanisms of implementation of the transit policy of the region.
