ON THE ISSUE OF QUALITY MANAGEMENT OF IMPORT-SUBSTITUTING PRODUCTS IN THE CONTEXT OF ENSURING ECONOMIC SECURITY UNDER SANCTIONS PRESSURE

JATS‑XML (OAI)The ongoing sanctions and the active use of restrictive measures emphasize the need for fundamental changes in the Russian economy. These changes aim to increase the share of locally produced high-value goods and ensure import substitution of high-technology products. The purpose of the article is to review the world experience in implementing import substitution policy and conduct a detailed analysis of the measures of the Government of the Russian Federation aimed at enhancing development in priority areas to ensure technological sovereignty, as well as formulate approaches to quality management of import-substituting products. The research used general scientific methods of comparison, analysis and synthesis, systematic and situational approaches, including those based on a cycle of continuous improvement. The information base of the study includes an overview of scientific articles, reports, regulatory documents and statistical data from information and analytical systems.
Results and main conclusions: approaches to quality management of import-substituting products have been formed, which should ensure the economic security of enterprises due to the global competitiveness of Russian-made products. The authors propose the use of a modified cycle of continuous improvement, which includes iterative cycles of stabilization and safety measures, in order to «embed» quality into enterprise processes.
