Justification of the climate agenda and energy transition in foreign studies: formation of the institutional environment

Today, climate policy acts as the dominant determining vector of regulation and political intervention in most spheres of life of modern society. The description of the mechanisms by which the penetration of climate policy into the national agenda of the country and the policy’s key idea - energy transfer - will help understand the logic of this process and the main players.

The purpose of the study is to specify the institutional environment that would ensure the implementation of the climate agenda.

The methodological foundation of the study is the content analysis of foreign studies in order to interpret the revealed facts and trends in a meaningful way. The analysis made it possible to identify key coordinators and regulators of actions that build a low-carbon economy by countries.

The outcomes of the study are the formulated generalizations and conclusions regarding what is the driving force of climate policy and energy transition and which subject is the ultimate goal of the impact.
