Assessment of prospective directions for using Big Data technology in designing an innovative system of public administration training and development

The subject of the research is the identification and substantiation of promising directions for the possible use of innovative technology of big data in the context of solving urgent problems and taking into account modern trends in the formation of a promising system of training and development of public administration personnel for the innovative development of the Russian economy. The article considers methodological solutions to urgent problems of improving the efficiency of public administration, considering the potential of big data technology, which can be actively involved in ensuring the effective and smooth functioning of all links in the training of public administration personnel for the innovative development of the Russian economy. Big data technologies can actively contribute to the transformation of the existing system of training and development of public administration personnel in Russia due to a number of functional advantages: the formation of a unified information base of unlimited volume, modeling of certain trajectories of changes in the internal elements of the information space, etc. The author substantiated the choice of the Russian Academy of National Economy and Public Administration under the President of the Russian Federation, which has significant practical experience in training and development of public administration personnel, as a possible initiator of the implementation of the declared project initiative. The presented approach indicates the need for a phased implementation of big data technology as a tool to improve the organizational and economic mechanism for training management personnel for civil service within the framework of the model: «Development and justification of a pilot project» - «Project at the university level» -«Approbation at the regional level» - «National implementation».
