В данной статье рассматриваются предпосылки модификации системы, направленной на повышение энергоэффективности зданий и сооружений, а также других проектов «зеленой» экономики, предполагающие разработку специализированных финансовых инструментов и процессов. А также способы формирования системы управления финансовыми источниками и сопутствующими финансовыми рисками. Влияние неопределенности, характеризующее современное состояние финансовых рынков, требует повышенного внимания к процессам управления рисками, геополитические изменения предполагают повышение актуальности вопросов «зеленой» экономики, проблемы низкой энергоэффективности российских зданий и сооружений обращают внимание на исследование возможностей привлечения ресурсов для их решения, дефицит долгосрочных ресурсов определяет актуальность разработки инструментов, повышающих объемы частного инвестирования в госпроекты. В условиях санкционных ограничений возрастает актуальность повышения эффективности долгосрочных финансовых ресурсов и стабильности деятельности отечественных предприятий и организаций, в частности, при реализации программ повышения энергоэффективности.

This article discusses the prerequisites for modifying the system aimed at improving the energy efficiency of buildings and structures, as well as other projects of the "green" economy, involving the development of specialized financial instruments and processes. And also, ways to form a system for managing financial sources and associated financial risks. The impact of uncertainty, which characterizes the current state of financial markets, requires increased attention to risk management processes, geopolitical changes imply an increase in the relevance of issues of the «green» economy, the problems of low energy efficiency of Russian buildings and structures draw attention to the study of the possibilities of attracting resources to solve them, the shortage of long-term resources determines the relevance of developing tools that increase the volume of private energy investing in state projects. In the context of sanctions restrictions, the relevance of improving the efficiency of long-term financial resources and the stability of the activities of domestic enterprises and organizations is increasing. In particular, in the implementation of energy efficiency programs.
