Цель исследования состоит в разработке критериев выделения приоритетной отраслевой составляющей региональной экономической безопасности и доказательстве особой роли здравоохранения и обязательного медицинского страхования в обеспечении устойчивости региона. Методологическую основу составили системный, воспроизводственный и институциональный подходы, а также логико-теоретический, структурно-функциональный и сравнительно-аналитический методы. В результате уточнено содержание отраслевой составляющей региональной экономической безопасности, предложены критерии ее приоритетности: системная значимость, самостоятельный контур угроз, прямота передачи дисбалансов, институциональная управляемость и измеримость. Показано, что здравоохранение и ОМС образуют приоритетную институционально-отраслевую подсистему, поскольку через них воспроизводятся здоровье населения, трудовой потенциал, демографическая динамика, качество жизни и бюджетная устойчивость территории. Выявлены основные каналы передачи отраслевых дисбалансов в контур региональных рисков: демографико-воспроизводственный, трудовой, бюджетно-финансовый, миграционный и институционально-финансовый. Основной вывод состоит в том, что дисбалансы в здравоохранении трансформируются в демографические, трудовые, бюджетные, миграционные и стоимостные риски регионального масштаба, влияя также на устойчивость предприятий и инвестиционную привлекательность региональной среды.</p></abstract><trans-abstract xml:lang="en"><p>The article substantiates the interpretation of regional economic security as a system of sectoral components of the intertemporal sustainability of a territorial socio-economic system. The objective of the study is to develop criteria for identifying a priority sectoral component of regional economic security and to justify the special role of healthcare and compulsory health insurance in ensuring regional sustainability. The methodological basis includes systemic, reproductive and institutional approaches, supplemented by logical-theoretical, structural-functional and comparative-analytical methods. As a result, the content of a sectoral component of regional economic security is clarified, and the criteria for its priority status are proposed: systemic significance, an independent contour of threats, direct transmission of imbalances, institutional manageability and measurability. It is shown that healthcare and compulsory health insurance form a priority institutional-sectoral subsystem, since they reproduce population health, labor potential, demographic dynamics, quality of life and fiscal sustainability of the territory.
