С целью повышения результативности развития цифровой экономики, создания устойчивых и безопасных условий для применения информационных технологий в России разработана национальная программа «Цифровая экономика Российской Федерации». Для успешной ее реализации поставлена задача по созданию системы правового регулирования цифровой экономики, основанной на гибком подходе к каждой сфере применения.Сформированные механизмы управления реализацией данной программы и процесс их мобильного изменения свидетельствуют о качественной трансформации подходов к формированию основ развития экономики страны, однако существует и ряд проблемных вопросов, затрудняющих внедрение инновационных цифровых технологий, не имеющих аналогов промышленного производства и внедрения на территории России. Инновационный проект создания магнитолевитационных транспортных систем, имея неоспоримые преимущества перед традиционными системами, до сих пор не получил возможности реализации в России. Идеальными условиями для внедрения технологии магнитной левитации обладает проект создания высокоскоростной магистрали Москва – Санкт-Петербург.
In order to enhance effectiveness of development of digital economy, creation of sustainable and safe conditions for application of informational technologies, in Russia the National Programme «Digital Economy of the Russian Federation» has been formulated. To ensure its successful realization, the objective has been set to establish digital economy regulatory system, based on a flexible approach to each sphere of application.The formed mechanisms of management of this programme realisation and the process of their mobile application are the evidence of a qualitative transformation of approaches to forming of the basis of the country’s economic development. However, there is a number of problematic issues as well, that complicate implementation of innovative digital technologies, which do not have their analogues in industrial production and implementation in the territory of Russia.The innovative project of construction of maglev transport systems, which possess undisputable advantages over conventional systems, has not received an opportunity for realisation in Russia to date. The project of Moscow-Saint Petersburg High-Speed Mainline possesses the ideal conditions for implementation of Maglev technology.
