Цель работы. Аналитическое осмысление динамики государственного реформирования института межмуниципального сотрудничества в части положений, способствующих его развитию посредством закрепления различных моделей межмуниципального взаимодействия на основе эффективного использования агломерационных эффектов и создания единой системы опорных населенных пунктов. Методология. В статье анализируются некоторые итоги межмуниципальных преобразований, инициированных законодателем в период с 2019 по 2025 годы в ряде Федеральных законов, подзаконных актов, Стратегии пространственного развития Российской Федерации на период до 2025 года и ее обновленного варианта на срок до 2030 года с прогнозом до 2036 года. Исследования межмуниципального сотрудничества и возможностей его дальнейшего совершенствования базировались на методах документального, компаративного анализа, периодизации и обобщения.

Результаты исследования приобретают особую значимость для региональных органов исполнительной власти в свете предлагаемых законодателем и критически проанализированных в работе путей модернизации механизма социально-экономического развития регионов с помощью прогнозирования динамики и структуры потенциала межмуниципального сотрудничества территории, выявления перспективных направлений его применения. Выводы, полученные в результате систематизации и критической оценки нормативно-правовых новаций, могут быть использованы при выборе эффективного инструментария реализации пространственных инициатив на межмуниципальном уровне с учетом геостратегических особенностей и интересов ключевых стейкхолдеров территории.

Objective. An analytical understanding of the dynamics of the state reform of the institution of inter-municipal cooperation in terms of provisions contributing to its development through the consolidation of various models of inter-municipal interaction based on the effective use of agglomeration effects and the creation of a unified system of anchor settlements. Methodology. The article analyzes some of the results of the inter-municipal transformations initiated by the legislator in the period from 2019 to 2025 in a number of Federal laws, by-laws, the Spatial Development Strategy of the Russian Federation for the period up to 2025 and its updated version for the period up to 2030 with a forecast up to 2036. Studies of inter-municipal cooperation and the possibilities for its further improvement were based on the methods of documentary, comparative analysis, periodization and generalization. The results of the study are of particular importance for regional executive authorities in the light of the ways proposed by the legislator and critically analyzed in the work to modernize the mechanism of socio-economic development of regions by predicting the dynamics and structure of the potential of inter-municipal cooperation of the territory, identifying promising areas of its application. The conclusions obtained as a result of systematization and critical assessment of regulatory innovations can be used in choosing effective tools for implementing spatial initiatives at the inter-municipal level, taking into account the geostrategic features and interests of key stakeholders of the territory.
