Цель исследования, результаты которого представлены в данной статье -характеристика современных проблем обеспечения безопасности туристов как основы возникновения и развития туристской дестинации, на примере актуальных проектов всесезонных курортов. Для достижения поставленной цели использованы методы логического и графического анализа, сравнения, экспертный метод. Для получения содержательных результатов использовано представление об уровнях безопасности, включая безопасность потребителей туристского продукта (туристов), производителей туристского продукта, безопасность дестинации. Введено представление о безопасности туризма как состояния, определяемого достижением порогового уровня факторов риска жизни и здоровья туристов в обычных условиях и в чрезвычайных ситуациях, а также защита интересов всех участников Охарактеризованы возможные риски, выявлены характеристики, определяющие важность и значимость обеспечения безопасности для отдыхающих, обобщены результаты опроса среди потребителей туристского продукта с целью выявления их отношения к вопросам безопасности. В выводах исследования обоснована целесообразность формирования и содержанию матрицы риска реализации угроз безопасности всесезонного курорта, представлен пример матрицы с количественной градацией рисков, определены направления взаимодействия организаторов туризма с представителями Министерства чрезвычайных ситуаций.
The purpose of the study, the results of which are presented in this article, is to characterize modern problems of ensuring tourist safety as the basis for the emergence and development of a tourist destination, using current projects of all-season resorts as an example. To achieve this goal, the methods of logical and graphical analysis, comparison, and expert method were used. To obtain meaningful results, the concept of safety levels was used, including the safety of consumers of a tourist product (tourists), producers of a tourist product, and the safety of a destination. The concept of tourism safety as a state determined by achieving a threshold level of risk factors for the life and health of tourists under normal conditions and in emergency situations, as well as protecting the interests of all participants, was introduced. Possible risks were characterized, characteristics that determine the importance and significance of ensuring safety for vacationers were identified, and the results of a survey among consumers of a tourist product in order to identify their attitude to safety issues were summarized. The conclusions of the study substantiate the feasibility of forming and maintaining a risk matrix for the implementation of security threats to an all-season resort, an example of a matrix with a quantitative gradation of risks is presented, and areas of interaction between tourism organizers and representatives of the Ministry of Emergency Situations are determined.
