Описание механизмов, при помощи которых осуществляется проникновение климатической политики в национальную повестку страны, и ее ключевой идеи – энергоперехода - позволит понять логику этого процесса и основные действующие силы. </p>
<p>Цель исследования – уточнение институциональной среды, которая должна обеспечить реализацию климатической повестки.</p>
<p>Методологическую основу исследования составляет контент-анализ зарубежных исследований с целью содержательной интерпретации выявляемых фактов и тенденций. Проведенный анализ позволил выявить ключевых координаторов и регуляторов действий по построению странами низкоуглеродной экономики.</p>
<p>Результатом исследования являются сформулированные обобщения и выводы в отношении того, кто выступает движущей силой климатической политики и энергоперехода и какой субъект выступает конечной целью воздействия.</p></abstract><trans-abstract xml:lang="en"><p>Today, climate policy acts as the dominant determining vector of regulation and political intervention in most spheres of life of modern society. The description of the mechanisms by which the penetration of climate policy into the national agenda of the country and the policy’s key idea - energy transfer - will help understand the logic of this process and the main players.</p>
<p>The purpose of the study is to specify the institutional environment that would ensure the implementation of the climate agenda.</p>
<p>The methodological foundation of the study is the content analysis of foreign studies in order to interpret the revealed facts and trends in a meaningful way. The analysis made it possible to identify key coordinators and regulators of actions that build a low-carbon economy by countries.</p>
