В условия монополизации постиндустриальными странами мировой интенсификации Россия должна искать новые точки роста с целью преодоления стагнации рыночного механизма и создания для бизнеса конкурентной среды, в основе которой должна лежать макродинамическая имитационная модель влияния регулятивных законодательных актов, принимаемых Президентом, Правительством Российской Федерации и иными органами законодательной и исполнительной власти. Прирост наполняемости бюджетов всех уровней через увеличение и ужесточение налоговой и административной нагрузки не пропорционального росту валового внутреннего продукта, а также падение реальных доходов населения обеспечит отрицательную динамику не только в накоплении капитала у малого и среднего бизнеса, но и возрастание социальной напряженности населения.
In the conditions of monopolization by post-industrial countries of global intensification, Russia should look for new growth points in order to overcome the stagnation of the market mechanism and create a competitive environment for business, which should be based on a macro-dynamic simulation model of the influence of regulatory legislative acts adopted by the President, the Government of the Russian Federation and other bodies legislative and executive branches. An increase in the filling of budgets of all levels through an increase and toughening of the tax and administrative burden that is not proportional to the growth of gross domestic product, as well as a fall, for a significant period, of real incomes of the population will provide negative dynamics not only in the accumulation of capital in small and medium-sized businesses, but also an increase in social tension of the population.
