Justification of the transit potential development concept of the region

It’s justified that for the efficient use of transit resources of a region and ensuring the transport sector development under modern conditions it’s necessary to form the concept of its transit potential development.

On the basis of the defined role of transit potential, the economic essence of region’s transit function was grounded. With an aim of the research of conceptual foundations of region’s transit potential development its main characteristics have been defined.

The proposed concept of region’s transit potential development includes the system of conceptions of maintenance strategic goals by the region’s transport system of transit flows and development priorities of transport-technological infrastructure objects, which ensure the realization of stated goals. The main stages of the concept of region’s transit potential development are based on the methodology of closed fixed loop “Plan-Do-Check-Act”.

The concept provides the mechanisms of address support of prioritized directions of region’s transit potential development with aim of its complex modernization. As the directions of modernization of region’s transit potential were considered the modernization of technology and infrastructure, systems of management, safety, and quality.

It was grounded that the effective use of region’s transit resource is possible only under the conditions of the appropriate strategy composition, which aim is to create the conditions and realization of measures that support the development and effective use of region’s transit potential.
