Improving the reliability of the conformity assessment procedure for the certification of goods and services

The issues of the reliability of the conformity assessment process in the activities of certification experts are not sufficiently studied, despite the fact that certification and licensing play an important role in ensuring quality in the production of goods or the provision of services.

This article examines accredited organizations that deal with certification issues. The activity of the specialists working in them is analyzed. Violations of employees in the process of performing their main duties, which cause the entry into circulation of goods that do not meet the stated regulatory and technical requirements, were studied. Such violations of the certification rules by experts that lead to a subjective assessment and entail receiving complaints from consumers about the improper quality of products are considered. The algorithm developed by the authors has been tested in the organization. It ensures the identification of the necessary actions and the application of the practice of collective decisions in the activities of the certification expert, increasing the reliability of the system of the conformity assessment process. It is proved that improving the reliability of the system is realized by reducing the number of complaints received by the certification body. This is of particular practical significance in modern realities.
