Climate problems and the threat of depletion of natural resources encourage both theorists and practitioners to seek novel approaches to economic development, considering the current environmental situation. For Russia, this problem is becoming even more urgent, because in view of the significant sanctions pressure, it is necessary to look for alternative sources of economic growth. The paper analyzes theoretical concepts for the perception of the problems of «green» growth by representatives of various economic trends, indicates the principal features of the concepts of «anti-growth», sustainable growth, post-growth. We show that a balanced approach to economic transformations is necessary. Legislative initiatives on the formation of the ecological and economic policy of the country are on the example of the Russian Federation. The structure of the adverse impact on the environment by the key types of economic activity is given. Promising innovative points of «green» growth in the Russian Federation has been identified. The primary measures of influence on the development of the «green» economy in the conditions of the Russian Federation are formulated.
