Threats to the economic security of regional operators for solid municipal waste management

JATS‑XML (OAI)The article examines threats to the economic security of regional operators handling solid municipal waste (hereinafter referred to as RO SWM) in the Russian Federation.
The purpose of the study is to identify current threats affecting the sustainable operation of RO SWM activities in the Russian Federation. The research employed methods of systems analysis, comparative analysis, and expert assessments. The results enabled the identification of key threats to the economic security of RO SWM, such as economic inadequacy of tariffs, the regulated nature of waste management activities fully dependent on established tariffs, funding shortages for critical waste management infrastructure, consumer violations of waste handling rules, and weather-climatic conditions during collection and transportation operations.
The main conclusions of the article are that financial, contractual, and weather-climatic factors form a complex of threats to the economic security of RO SWM, which necessitates the implementation of multilevel measures to neutralize threats to the economic security of RO SWM. Priority measures include improving tariff policy with an investment component, introducing long-term contractual regulation, developing strategic planning taking into account climatic risks, digitalization of processes (weather monitoring, IoT logistics), creating reserve capacities, and infrastructure adaptation. Implementation of these measures will enhance the economic security of RO SWM and ensure the uninterrupted operation of the SWM management system.
