At the initial stage of the implementation of the mechanisms of Federal Law No. 189-FZ, it was important to analyze the potential of non-governmental organizations to provide state (municipal) services in the social sphere. At the next stage, the analysis of the activities of already established non-governmental performers becomes a priority. The purpose of the article is to develop an approach to assessing the prospects for the functioning of non-state performers in the market of state (municipal) services in the social sphere within the framework of a social order. Based on the specifics of the formation of this market, the possibility of evaluating the prospects under consideration based on the degree of materiality for non-governmental organizations of service provision activities within the framework of a social order is justified. The perspective of the activities of non-governmental performers in the social services market was considered from the perspective of diversifying their activities. The author defines the indicators on the basis of which the level of materiality of the subsidy provided within the framework of a social order in the activities of non-governmental performers is determined. Based on them, calculations were carried out in two areas of activity covered by Federal Law No. 189-FZ: employment promotion and social services. The approach presented in the article will allow us to assess a number of risks for non-state performers, which include: the inability to increase the cost standard in the next financial year; a decrease in the volume of social services brought to the market; increased competition between non-state performers and budgetary (autonomous) institutions.
