Carbon neutral financing tools: COP28 solutions

JATS‑XML (OAI)The 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP28) held in the UAE provided new formats and new approaches to organizing discussions on global development issues. Focusing on the issue of combating climate change, the COP28 Chair country proposed a renewed approach to discussing climate change and aligning financial flows with a trajectory towards low-emission and climate-resilient development. We analyze the main lines of discussion relevant to the issue of carbon neutral finance. The main research question is what innovations in financing the climate agenda have been produced by COP 28. The main conclusion is that the COP 28 has helped to consolidate solutions for organizing technological upgrading and clarified opportunities to expand the potential for carbon neutrality finance.
